Customizable callout

Is there a way to create a customizable callout in Photoshop?  I've searched everywhere and can't find a perfect solution.

See attached.  I created this in photoshop.  But Is there a way I can create it so that whenever I change the black text, the white bubble will automatically enlarge or shrink depends on the length of the text?  Like a dynamic or parametric bubble?
