Cutout filter for ipad

Why don't the cutout filter show up on my iPad? Is it only available for the computer and not the iPad Pro 2020?

The only filters currently available in Photoshop for Mobile are Gaussian Blur, and Invert. For anything else, you'd need to go to the desktop version.
