Desactivate Adobe Photoshop - files

Hello, The Adobe program has been deactivated without deactivating it from the program level. As a result, the computer still sees the existing, activated license. How do I completely deactivate the files that are responsible for the Adobe Photoshop license on the computer? I found information about the files: amt3 and oobelib. https://helpx.adobe.com/pl/creative-cloud/kb/activation-log-files-location-ccm.html
Will deleting them not delete other licenses on the computer? Are there any other files that are responsible for this and should be completely deactivated?

Please be specific. How do you tell it hasn't been deactivated?

The motherboard burned out on the computer. It went in for repair. After replacing the motherboard, an error popped up saying that Photoshop could not be activated because it was already activated on two computers. There was no way to turn Photoshop back on and deactivate it because it physically no longer turned on.
