Desktop release 25.4 seems to be out for Mac but no info available...

Looks like it just took a little time. The What’s New in Photoshop page was updated some time in the past day, and now includes version 25.4. So it’s what I’ve seen before: There can sometimes be a lag before the release notes come out. I guess they’d rather prioritize getting the software to people even if the documentation is not quite there yet, which seems OK.

And, the 25.4 update finally showed up in my Creative Cloud app too.

Did you update the public version, or the public beta version? I don’t see any mention yet on the release notes for the public version, although they sometimes lag behind the release. I also don’t see a version 25.4 update in the Creative Cloud installer, but maybe it just hasn't reached me yet.

But about macOS full screen mode specifically, it is definitely known that Adobe is working on this, and they have put it out there for the public to test. But only in the public beta version as far as I know, as a special Early Access feature that must be manually switched on. This was documented in a post by an Adobe employee in December, in the same thread Lumigraphics posted. This link goes to the post about macOS full screen mode:

If the feature is still only in the beta test version, that would explain why it isn’t yet in any release notes for the production version.
