@Amelia Hollis disabling all tutorial pop-ups in the web version of Photoshop can be more challenging than in the desktop application, as the web interface often has fewer customization options. You might be better off using the desktop version for better control. For example, on the desktop version under the Preferences (Command K) - Tools, you can turn off the 'Show Tooltips and RIch Tooltips'. 

For the web version, look for a "Don't show this again" or "Skip" option: Often, these pop-ups will have a small checkbox or link at the bottom or in a corner that says "Don't show this again," "Dismiss," or "Skip." While it might seem tedious, clicking through them once might prevent them from reappearing.

If the pop-ups in Photoshop online is unbearable, there is a lower-grade version of Photoshop that can be purchased with a one-time license. It has many core Photoshop features (layers, selections, basic photo editing) but lacks advanced capabilities.
