Discrepancy in Gaussian Blur Value

In my file with Gaussian Blur Value 20,  I am able to get the Blur effect, whereas in tutorial Gaussian Blur Value 100 needs to get almost the same effect. What is the reason for Discrepancy in two Gaussian Blur Values?

'I took a screenshot of it in PNG format and use it.'

That confirms my answer above. Your screenshot will not have the same number of pixels as the image opened in Photoshop by the video presenter. Therefore a different blur value is required.

On top of what Dave said — which is almost certainly what you are seeing — I am looking at the different sized panels.  That suggests that the tutorial might be recorded on maybe a 1080P screen, while you are using a 4K screen.  That actually increase the relative difference though.  The blured blobby bits (bugger!  I just gave myself a Noel Edmunds mind picture that I would rather not have had.  Would you believe that he now lives in New Zealand, and not that far from me? I might never be able to visit Motueka again 😞 ) are larger in your screen shot suggesting you are using higher zoom ratio, which could make the blurred effect more apparent.

I am so annoyed that Edmonds now lives here.  At least Michael Barrymore only stayed for five years, and has gone back to the UK.

It depends on the pixels making up the image. The two images appear to have the same image content, but are they the same size (in pixels). If your file has less pixels, then it will take a lesser radius to achieve the effect.

Following is the original image in the video tutorial. I took a screenshot of it in PNG format and use it. But there is a big difference in blur value.
