Document Window (When it is a floating window) will not auto rotate or resize when rotating an image

Hello, so I have been using photoshop for over 20 years and recently something changed and I can't figure it out......So I often have a ton of windows open in photoshop to edit so I have them as "Floating Windows". In the past if I resized an image, the Floating window (the dark grey background area) would resize with it. It would also auto rotate the Floating Window with the image. Now the image gets cut off if rotated. I have tried both with the Overscroll potion checked and unchecked. I also tried with Zoom resizes window checked and unchecked....nothing is changing the behavior of the floating windows. Any suggestions??

I can make it happen if I have background showing around the image in a frame, but not if the image fills the frame.  Is this the same for you?  If the image fills the floating window, then the window changes with the document size and orientation.

There was a recent post about a possible change in the point that an image rotates around, and Adobe employee Pete Green concurred that it was happening.   I am unable to find that thread though.

No, it acts the same way no matter if the image fills the artboard or not. All of the grey area in between the rulers and the artboard in your photo example is the area I am refering too (not sure what this area is officially called?). But I am refering to that area as the "WINDOW".....not sure if that is correct or not or if that helps figure out my issue or not??
