Dodge tool stuck on crosshairs mode and the cap lock key doesn't fix it

I am trying to use the dodge tool, but it is stuck on the crosshairs mode and pressing or un-pressing the cap lock key doesn't fix it. I am trying to use the bracket keys to make the tool get into the circle mode and change the size, but nothing happens. It's still stuck in the crosshairs mode. How do I fix this?
