Dragging Images Inside Photoshop buggy

So, when I am moving an image around in Photoshop it is not smooth at all, it is very jaggy looking and not easy to look at. Depending on the size of the image when it is being dragged the image is being chopped up into segments as it moves. It is very jarring trying to look at. I have attached a few images for what I am trying to describe. Not sure how to fix this problem. Using the latest stable release version of Photoshop.
