Dragging out a guide line with transform on is not working

Just updated my Photoshop to 20.0.4. Using Windows 10.

In my image, I use the transform tool (ctrl+T). I go to drag out a guideline to snap to the middle and... nothing happens. The guideline does not drag out and the transform box turns off. I need the guide line to drag out and snap to the middle... as it has done in EVERY OTHER version of Photoshop for the past 10 years.

Well, it works. Stupid and doesn't snap to the middle of the transform tool. But it works at least.

Snaps fine here.

What are your View > Snap and View > Snap To settings?
