Editing DNG using LibRaw with PS CC 2018 and Adobe Camera Raw 10.0

The fundamental Camera Raw pipeline is not really exposed to the public, I’ve never heard of a way to plug in alternate raw processing libraries. One reason may be that various bits of code in Camera Raw might assume that the raw libraries work a certain way and are not set up to handle just any raw library.

However, the need to match different “looks” did motivate Adobe to provide many ways to alter the default appearance of raw images, and one of them is raw profiles (not the same as a preset). For example, the look of the default unadjusted white balance you see in Camera Raw may be altered by whatever the default raw profile is, and this might give you a way in. You might try to create a raw profile that matches the default look of libraw, and make that your default raw profile so that all images that come in look the way you want.

Different raw converters are not compatible. They all use completely different processing engines. Any given setting in one raw converter won't mean the same thing in another. That includes white balance.

That said, I'd be very surprised if you couldn't achieve the same result in ACR. But you can't limit yourself to just the WB slider.
