Everytime I fix filter gallery, at some point it stops working again

I know there are ways to fix this in photoshop. I've read these forums before so pardon me if I am being redundant, but everytime I fix the filter gallery being grey or not having much of an effect issue it comes back again. Most of the time I end up just resetting the photoshop settings to not deal with the issue, but does this happen with anyone else?

The most common issue users have with the Filter Gallery is not having Foreground/Background colors in the Tools panel set to Foreground-Black and Background-White.

The next time the Filter Galley is not working right, close it and check the Foreground/Background colors in the Tools panel You can reset the default colors by pressing D on your keyboard which makes the Foreground color Black and the Background color white.

Another issue is not having the image in 8 Bits/Channel image mode, which causes the Filter Gallery to be greyed out in the Filter menu.
