"Extras" Always On

Hi,

Out of nowhere, when using the healing brush tool, I now see a little plus sign / crosshairs where the tool is sampling from, it's very annoying and unnecessary to me.

I'm aware CTRL-H turns off extras and this will remove the plus sign. However, it's back on every new image/file opened. 

I cannot have to CTRL-H on 1000s of photos. How can I permanently turn off extras? 

Adobe 25.9.1, all updates installed, I've turned off and on, uninstalled/reinstalled, nothing keeps extras off. 

Help?
