Why eye dropper tool shows like this?

There are two circles: an inner circle and an outer circle.

The inner circle is actually split in half. The top half shows the color that you are about to choose and the bottom half show shows the color that you chose recently. In your case, the two halves are the same shade.
The outer circle is a neutral color so it's easier for you to see the color that you are selecting.
