F Key Problem in Photoshop 26.9.0 Release

I am running Windows 10.  When I try to run an action using the F Key combination Ctl-Shft-F2, instead of running my action Photoshop changes the Color Theme as if I had gone to Preferences and selected 

Interface>Appearance>Color Theme.  I run the dark interface and it always changes it to the lighter Color Theme.  That seems to be the only F Key conbination that has this problem.  I have selected another F Key combination to run the action that was assigned to that F Key combination.  I wanted to make you aware of this problem.  By the way The Beta version also does this and has been for quite some time, but only showed up in the regular Photoshop with the latest release.  Thank you for your help.

Thank you for your reply.  I have all my F Keys assigned to actions. I first encountered this problem with Photoshop Beta several updates ago, and now the problem is in the latest Regular Photoshop Release. I always depress the shift and control keys before I depress the F Key.  I have been working in Photoshop since 1998, Version 5 and this is the first time I have had this problem.  Since I first encountered it in the Beta and now it has migrated to the latest Regular release I have the tendency to think that it is something that is overriding my Action hotkey.  I exclusively use keyboard shortscuts for my actions.  I work in Photoshop a minimum of 6 hours a day.  This is an inconvience, but I have assigned that action to another set of hotkeys of an action I don't use as much.  

 

But since I first encountered it in the Beta and now it shows up in the latest release Regular release I have a tendency to think there is something overriding my Action hotkey.  Thank you.

The problem with overlapping hotkeys for switching color themes and launching actions has been around for many years in the main releases.

 

Interface color theme switches by shotrcuts:

shift + f2 = lighten
shift + f1 = darken

 

also:
ctrl+shift + f2 = lighten
ctrl+shift + f1 = darken

Action hotkeys have a higher priority (if they are assigned). Perhaps in your case, there is an unclear triggering of ctrl and at some point, due to the jitter of the keys, instead of ctrl + shift + f2, just shift + f2 jumps through.
Try creating another empty action and assign shift + f2 to it, I think this will solve the problem
