I want to make a GIF, I go to > timeline but the timeline doesn't show.

Are you in the Motion workspace?

You need to use Create Frame Animation  and NOT Create Video Timeline.

Have you tried resetting preferences? This may help resolve strange problems in Photoshop. Ensure that you save actions and presets before resetting preferences.
