Two Ps files are in Windows Explorer, file sizes are 5.62 MB & 99.4MB respectively. What is reason larger file with 99.4 MB shows the content but smaller file does not show?

Windows hasn’t displayed PSD thumbnails for at least 20 years. All you get is the generic PSD icon.

However, there are lots of third party codecs available that will render PSD thumbnails. I suspect some of them work by embedding a small jpeg or png preview in the file. That’s the most likely explanation. There should not be a thumbnail at all, only the icon.

I have installed a third party app to see the content of a PSD file when it is in windows explorer. So that environment is same for both above files but visibility is different. What is the reason for that?

Well, then it’s working on one but not the other. Could be anything, any file property. Maybe one is saved with max compatibility and the other not. Maybe one has layers that the codec doesn’t read.
