file resizes itself when opening

Greetings.

I am not sure if this is a bug or if i am doing something wrong in the properties.. When i try to open a file and the import pdf window pops up, the dimensions are correct but when i actually click ok and open the file it appears to be smaller. Is something wrong with photoshop or do I have something selected wrong?
