can an image in Ps be edited into a moving video with sound?

You might try looking at Adobe Express. AFAIK it's free if you have Photoshop CC.

Is there a particular look or effect you are hoping to achieve?

All I wanted was making a simple moving animation in Ps. In timeline it can be done. Only with Pr and Me for management of extensions it could be finished. Tnx all.
