Free transform tool not working

I'm trying to re-size a photo using free transform. I do ctrl+T and the little boxes appear around the photo as usual but nothing happens when I try to click and drag on them or rotate the photo. I've tried it as a smart object and rasterized and neither works. Turning off Legacy Free Transform also did nothing. Please help!!
