Gaussian Blur not working correctly in Photoshop 25

Photoshop 26.5.0,  Mac OS, Sequoia 15.3.2

When I post a finished jpg artwork on Flickr, FaceBook, or ShiftArt.com, the photoshop layer that I used Gaussian Blur on is blurry and the rest of the image is perfect.  But when I open it's psd file in Photoshop on my desktop the whole psd file looks perfect with no blurring of the layer that gaussian blur was used on.  Something is happening and now I can't use gaussian blur anymore!  I hope someone can help figure this out.  It has been happening for a couple of months now.  It might be connected to Photoshop Beta;  I go back and forth between the 2.

Is this happening in Photoshop 26.5? If possible, could you share a video showing how you're applying Gaussian Blur, along with a link to one of the images you posted on Flickr? It’s a bit hard to understand what’s going on just yet, so any extra info you can share would be super helpful! 😊
