generative expand and guidelines violation

I want to use generative expand feature to expand background on my photos, so I can have better aspect ratio. I shoot DSLR photos with 3/2 aspect and I would like to have 5/4 aspect. Generative expand is great for that.

However, I can't use it when my photo contains model in lingerie. I got error about violation of guidelines.

I found workaround, I need to remove model from the photo (make selection and erase), then it works.

My question is, is there any way to make it work without this error? Why expand validates interior of my photo if it's not used for expansion because it's not on edges? I understand that AI in PS should not be used to generate nudes, but why scenario I described above is the problem?
