In the latest version of Photoshop, I can't use the canvas generative expand feature. When I try, I get a dialogue box with a message: Error 54: Uncaught JavaScript exception.... See attached image for full message.

Your system info (go to Help > System Info in Photoshop and copy-paste it here)
Does the error occur with all files, or only with specific ones?
If possible, could you share a few sample images and prompts you are using where the issue occurs?
This will help us investigate the issue more accurately.
@Greg38702627hj01 – Not a fix, however, as a temporary workaround, you could try my add bleed script, which is designed for simple rectangular canvas expansion:

You can find this by going to Help > System Info. Copy and paste that into a text file and attach it to your response. Please also share the steps to reproduce this error.

In the prompt box, normally I do not enter any info if I simply want to extend the background (I've tried prompts in the past with the same results as no prompts)
Click Generate
When I do this, my layer or artboard disappear. Before I had updated to the latest OS, I got the error message. Since updating, I don't get the error message, but my artboard still disappears and instead of seeing normal variations in the Properties box for Generative Layers, I see random patterns and other odd things (see attached).
Thanks for sharing all these details, and sorry for the delayed response. I’m hopeful the issue may already be resolved by now. If not, the error message you shared suggests that the functionality you're trying to use might not be available in the version of Photoshop you're currently using.
The system report you provided shows your macOS version, but it doesn’t include the Photoshop version. To assist you better, we’ll need to know which version of Photoshop you have installed.
Also, please note that we've released a new version (26.8) of Photoshop since you first reported this issue. If you haven’t updated yet, I recommend installing the latest version and checking if the problem still persists.
