Generative Fill Bias

Using generative fill:
"give her a body and a fiery whip" produces highly sexualised and scantily clad images.

but

"give her a fully clothed body and a fiery whip"

results in a warning and a link to the AI guidelines.

I am jumping through prompt engineering hoops to get a useable image.
