generative fill giving violation code in Photoshop

Tonight I tried to create a "blue sky" prompt with generative fill in Photoshop. I made a selection of the dancer, inverted it and tried to create a Blue Sky behind her instead of the studio. I keep getting an error that I have violated Adobe guidelines. I called up Adobe technical support and they encountered the same violation issue. They suspect that the program detected a lot of skin in the subject and thought that it might be a nude. As you can see, it is not. I haven't been able to do a workaround except to substitute a blue gradient (see attached photo), which is not very believable.
Please help!
