Generative fill refusing to work

Generative fill is refusing to do a simple fill. It has worked for me and did a good job basically all the time. And now I just can NOT figure it out why it's keep doing the wrong thing. I do what I have always done. Select the area I wanna fill and it just keeps giving me the same thing like I just copy and paste the same thing. Give me a sliver of blue with white. 

I have selected the correct layer. 

I have restarted everything..... it just refuses to do this extremely simple thing that i have done dozens of times before. Whats going on????????


Edit:

I deleted all other layers. Still didn't work. I right clicked on the layer I want to extend and selected "convert to smart object"
Then double clicked and then the fill finally worked.

I am having the same issue. It used to work great for me. Now it seems like maybe 1 out of 10 attempts it will work
