Generative fill restriction on dressed people

I wanted to remove a hand on the shoulder of a woman with a shoulder free dress, but Generative Fill gives me that error-popup.
And i can't even edit other parts in that picture.
That happens also, when I try to clean up an arm on an old photo from a woman with a t-shirt.
I understand, that there are restrictions with the edit of completely naked people, but an arm or leg???
The algorithms really are very low at the moment.
