Generative Upscale not available within Image menu in version 27.8

Hi,

My Photoshop installation seems to be missing the Generative Upscale option. It is simply not available within Image menu in version 27.8.

Not sure if it was there before as I have never needed before. 

I tried reinstalling Photoshop, still no Generative Upscale. It’s not there when I search for “generative” withing the Keyboard shortcut menu.

I have Generative Fill and Neural filter options available within Edit and Filter menus.

I am running Windows 10.
