Getting the "Could not Complete Your Request Due to Program Error"

Question

I’m trying to use the “Remove Tool” in Photoshop, but keep getting the “could not complete your request due to program error”. I’ve double checked that everything has been updated, signed out and back into my adobe account, deactivated GPU acceleration, reset photoshp preferences, etc.It keeps happening. There are a lot of people having problems with the Remove Tool, even when “more stable” and “No AI” are selected. I’ve been having these problems (freezing mainly) for over a year now.
