Glitch with Merging down - Merges three layers instead of two

Question

When I merge down with the regular shortcut, E, it will merge three layers in a row instead of two. I have to back up the history to just merge one layer into the one below, and not have merge down an extra layer. What is happening?

This happens every other time-ish. When it is doing the glitch and merging many, I can't get it to stop.

Sounds like corrupt preferences. For a complete reset, go into your user account and move the whole Settings folder to your desktop (in case you need to retrieve something later). This returns the application to clean factory state.

Save out your custom actions, brushes etc. prior to resetting. They will not be preserved.
