Your GPU is too old to work with modern Photoshop versions. It was released in 2012, thirteen years ago.

This is not something that can be updated in software. This is a hardware limitation.

The Feature Level is an indication of the hardware capabilities of the GPU. It's a grading of what the GPU can do. Photoshop now requires a GPU with Feature Level 12, but your GPU only supports Feature Level 11.

You can try to install Photoshop version 22.2 from 2021, which is still available in the CC desktop app. But no guarantees. You need a new GPU.
