Hand does not work in the Lasso tool only in Photoshop CC 2020, but in CC2019 it works perfectly

Good afternoon!
After installing Adobe Photoshop, the CC2020 encountered such a problem: when using the Lasso tool, the Hand tool does not work, that is, it is not possible to move the image, as it usually happens when you press the Space key. Photoshop CC2019 remained installed on the computer - in it this function still works correctly. I already tried to delete the entire contents of the C:\Users\user\AppData\Roaming\Adobe\Adobe Photoshop 2020 folder, as well as completely reinstall Photoshop CC 2020 of the latest version. But the result remains the same.
I did not find a solution to this problem in similar cases, because I work under Windows, I don’t have Safari and Siri, I don’t have a Wacom tablet (I don’t have any tablet at all, just a laptop and that’s all), and the most trivial thing is that this problem is missing in Photoshop CC2019 or 2018 running right there.
