Hand tool in Photoshop can no longer be called up via space bar

Also, just remembered that what happens sometimes is that Hand tool doesn't work with spacebar unless you hold spacebar for a second and while holding it, move your cursor ever so slightly and then it changes to a Hand tool. Maybe try that?

Are you holding spacebar for a second or so? Sometimes, there may be a bit of a lag.
