Hand tool (spacebar) freezes my open file

Hi, I've only just recently started using Photoshop CC, I've stayed with CS6 forever. 

 

When I am zoomed in to an image and trying to move to another part of the page, I use the spacebar shortcut for the Hand tool. I do this all the time as part of my workflow.

 

But in PS CC I'm experiencing that if I use the hand tool for a couple of seconds the open file freezes. I can zoom out with Ctrl+0 but I cannot change tools or effect the file at all. No brush, wand, lasso, type, nothing.  I can save the file and close it and then reopen it and everything is fine. Or if I have another file open this problem doesn't exist (unless I use the hand tool again). 

 

It is strictly reserved to when I use the Hand tool and it freezes up until that single file I'm using until it is closed and reopened. It's postiively annoying and I have not embraced PS CC fully due to this completely disrupting my workflow that I've been doing for over 20 years.

 

I'm on Windows machines, updated to the latest version, and no idea how to not have the hand tool lock my file up. Any suggestions?
