Hardness locked after i create a brush with a new shape

i am trying to create a brush, but every time i create a new one, or use a brush that have a diferent shape than the default circle, the hardness settings are locked, is it a featured or i have to do something to enable.

That's normal with iregular shapped brush presets.  If you check through the default brushes, you'll find that only round, and close top round, presets will let you adjust hardness.
