HELP Brush not at full opacity

I am drawing in photoshop and when I try to erase or draw within a selection the brush or erase tool is not in full opacity. It says in all the settings that it is. I tried resetting but it isn't working!

Does your selection have partial opacity? to check, make a blank layer and with the selection fill the blank layer with black. If it comes out gray, your selection has partial opacity.

In addition to checking the options bar and Layers panel, the brush itself may have opacity, so check the brush settings. 

 

  • Does this happen in a new document on a new blank layer?
  • Does it happen will all brushes or just the one?
