Help - De Blur License Plate (Even Partially)

Hello, hoping somebody can help me out!

My parked car was involved in a hit and run and i have been trying to de-blur/enhance the license plate photo from the security camera as much as possible.

I only need a partial plate as well or even a few letters as it's a tow truck and a Hino 300 - hoping some genius here can help!

I also have the video if this is easier to de blur?
