How do I crop a photo to look like it has a highlighter effect?

I'm trying to crop an image so it has the similar outline to the following. Any tips or online tutorials on how to do this.?I tried to create a shape in Illustrator using varios brushes but was unable to merge them and create a outline, there must be an easier way.

My $0.02: If you need help with a mask or edge, please search for BW photo edges and use them as a layer mask to start with.

For example someting like this:

Hey, @Ashley28994667jrf5. Welcome to the Photoshop Community. The description is limited, and the reference image doesn't clearly depict what you want to create. 

 

If I were to recreate a frame like this, I guess I would start with a masked layer and add a drop shadow to create depth-like shadows, this image also includes user a texture layer, and stylized brushes. This tutorial may help get started: https://adobe.ly/3XQrufd
