How do I get the Harmonization (neural filter) to Work on the Regular?

I am working in Photoshop Beta 25.2.0. macOS 14.1 Sanoma. 
What is the sectret to getting the Harmonization  neural filter to work consistantly. I'd say it processes about every 4th or 5th time I use it.  Anybody else having this problem?
