How do I smear part of image into a circular pinwheel effect (not spin blur)

I would like to take part of an image and use it to smear the colors in a pattern.  Have tried spin blur, etc, but don't want the blur.  I think it has something to do with repeating an action....not sure!  I have attached a sample!
