How to a image just like this one?

The colour wash is actually really easy.  Fill a layer with your colour of choice, and set its blend mode to Color.

Are you OK with the text effects?  The eyes are also fairly simple.  Make a circular selection and fill with colour of choice on a new layer, and use Layer Styles like stroke, inner and outer glow.  Adding elements is supper easy nowadays because we can find the image and use Remove Background which works 95% of the time.  If you add 'White bacground' to your search parameters in Google, that makes it a breeze to lose the background.
