How to Change Default Size for Type Tool - PS v25

Hi, I want to change default size for type tool in photoshop v 25.0.0. How to turn off proportional metric for type tool in photoshop - I think this is maybe the problem? Proportional metric have a check, but its not active. Could the problem be something else?
