How to create lights and darks layers from an image?

I came across this t-shirt mockup template which has light and dark layers, that has 30% and 70% opacities respectively. "Light" seems to highlight the lighter parts of the shirt whereas "dark" seems to highlight the darker parts. How can I create such layers?

What you want is probably luminosity masks. If you Google that term, you'll find lots of tutorials on ways to create and use them.
