How to do a light on faces/rim on Photoshop ?

Hi guys, totaly noob here and i don't understand how to do a light (blue, yellow, whatever) on faces for my Youtube thumbnail. I try several tutos on Youtube but i have no results... Someone can help me ?

And additional question, every brushes work for create lights ? Thanks a lot for your help
