how to install artistic filter

I've noticed that my current version of PS does not include the Artistic and Brush Stroke sub-menus in filters. Is there a way to activate/install these menus? I love the effects. Not sure why they aren't here.

Go to the preferences and to the tab for plugins, and click on show all filters, or something along those lines.

Preferences > Plugins > Show all Filter Gallery groups and names.
