How do I share an action I made in Photoshop with another person?

Copy or move the Action/s You want to share into one Action Set and save that from the fly-out menu of the Actions Panel (»Save Actions«).

The recipient can then load it from the Actions Panel or copy it to the Presets – Actions-folder whereupon (possibly after a Photoshop-restart) it should appear in the fly-out menu.

How does one save Action Set from fly-out menus of Actions Panel, and then deliver to recipient?

The "Set" is the folder, not the Action. Select the Set (folder) the Action is in, then go to the panel menu (3 lines) in the upper right. Choose Save Set and save the Set as an ATN file, which can be moved, copied, or shared, just like any other file.

 

If Save Set is grayed out, you have an Action selected, not the Set (folder).

 

TIP: Actions can be moved to other sets with drag-and drop, so if your action is not in an appropriate Set, create one first and drag your Action into it before sharing.
