Hi @Todd_Morgan, thanks for reaching out! We could use some more information on what is happening, but we can try a few things.

To stop Creative Cloud Libraries from loading in Photoshop:

1. Close your Photoshop and Creative Cloud Desktop apps.

2. Force Quit the Libraries:
• macOS: Use Activity Monitor to quit CCLibrary and CoreSync.
• Windows: Use Task Manager to end CCLibrary.exe and CoreSync.exe.

3. In Photoshop, go to Window > Libraries and uncheck it. Then go to Window > Workspace > Reset [current workspace] so the panel stays closed.

4. Clear the Libraries cache: https://adobe.ly/4oB28N0
• macOS: Delete ~/Library/Application Support/Adobe/Creative Cloud Libraries/.
• Windows: Delete C:\Users\<username>\AppData\Local\Adobe\Creative Cloud Libraries\.

5. If Libraries still loads, run the Creative Cloud Cleaner Tool to remove CCLibrary, then reinstall the latest Creative Cloud Libraries package.

If your Photoshop document uses Library assets (colors, styles, graphics), the service will relaunch to resolve those references. Replace them with local assets if you want Libraries to stay off. Here is a HelpX article that could assist with troubleshooting some issues in the CC Library:
