How to stop PS from opening new doc as a TAB

There used to be a preference option, in the GENERAL settings, to NOT have new documents open as a TAB -- how can I do that now in PS CC? It's maddening as regards my

It's maddening as regards my workflow. This must be one of those things that's so simple to figure out -- BUT I CAN'T locate it.
