How to transform freely

 Everytime i cut part of my paintings with lasso and ctrl it feels so janky. It can't move freely it's like forced on some grid. I feel like it's designed for graphic designers rather than for painting. Are there any settings to fix it?

    Do you mean it snaps to the pixel grid? Thats ok because there isn't any benefit to turn off this feature which is available for transformations and vector objects from Preferences > Tools > Snap Vector Tools and Transforms to Pixel Grid. If you turn on this feature it will allow you in Edit > Free Transform mode to move things with decimal point like 0.5 pixel without any actual benefit, it can only introduce more anti-aliasing and nothing else. Things like 0.5 pixel are not visible to our eyes on screen, without point movement some edges will remain sharper when you have straight lines. All in all I wouldn't care much about it whether it moves whole pixel or decimal.
