I am needing help or guidance on removing these light streaks.

This is a JPEG only. My friend asked me to try and fix this photo of him and his nephew and it was taken on his phone. There is no raw file available. I have more experience in lightroom than photo shop but am really stumped on what to do. Any tips would be greatly appreciated because this photo is extremely important to him.
